PROGRAM OF THE CHAIRMANSHIP OF THE REPUBLIC OF MOLDOVA

The Organization for Democracy and Economic Development – GUAM has successfully established its status as an organisation operating within the international system, both at the regional and international levels. Georgia’s active chairmanship during 2013 brought a new impetus to the Organization and shall be commended. Moldovan chairmanship will consolidate the progress achieved and will further promote it.

The Vilnius Eastern Partnership Summit has defined the European identity of the GUAM space and highlighted new challenges, while, at the same time, opening new opportunities. The Chairmanship believes that, in the post-Vilnius era, cooperation between GUAM member-states towards European advancement is acquiring a new dimension.

The Chairmanship will promote the solidarity of GUAM by strengthening its collective authority and dialogue with the European Union.

The Chairmanship deems it possible and necessary to further intensify the sectoral cooperation within GUAM, which entails materialising the Organization’s wide capacity and the basis of quadrilateral cooperation.

The Chairmanship welcomes the launch of four specialised Committees of the Parliamentary Assembly, and, in this connection, will further contribute to the strengthening of the parliamentary cooperation. Particular attention will be paid to the cooperation with European parliamentary institutions, primarily with the European Parliament.

In broader terms, the Chairmanship will promote dialogue within the Committee of National Coordinators and the Council of Foreign Ministers for close coordination of joint actions of GUAM member-states to further promote political cooperation and better realise the potential of the quadrilateral cooperation.

The Chairmanship relies on the support from member-states and the GUAM Secretariat, and intends to actively involve all of the Organization’s institutional and organizational capacity in order to promote GUAM’s image in the international relations system.

  1. POLITICAL INTERACTION
    The rapprochement of GUAM member-states on a wide range of issues regarding international and regional cooperation will form the basis of this Chairmanship. The Chairmanship is convinced that consistently consolidating GUAM’s position makes an important contribution to implementing member-states’ common agenda and promoting individual interests on the international arena.
  2. SECTORAL COOPERATION
    The Chairmanship will facilitate the development of sectoral cooperation in accordance with GUAM’s main objectives and the Council’s decisions and recommendations, including those set out in the Statement of Heads of Member-States of the Organization for Democracy and Economic Development – GUAM concerning the development of the GUAM Transport Corridor and the Decision of the Council of Heads of State “On intensifying GUAM Sectoral Cooperation”, adopted at the GUAM Summit in Batumi on July 1, 2008, as well as the GUAM Sectoral Cooperation Strategy, adopted at the GUAM summit in Baku on June 19, 2007.
  3. FURTHERING INTER-PARLIAMENTARY COOPERATION, COOPERATION BETWEEN BUSINESS COMMUNITIES AND NGO
    The Chairmanship, with the organisational and technical support to be provided by the Secretariat, intends to pursue the following: promote further the cooperation in the parliamentary dimension and provide assistance in holding an investment forum and meeting of the GUAM Business Council.
  4. COOPERATION WITH OTHER STATES AND INTERNATIONAL ORGANISATIONS
    Developing cooperation between GUAM and other states and international organisations is essential to strengthening GUAM’s position and its significance. This approach will provide an opportunity to mobilise additional resources for the Organization and its member-states.
  5. GUAM INSTITUTIONAL DEVELOPMENT, IMPROVEMENT OF THE LEGAL FRAMEWORK, INFORMATIONAL SUPPORT FOR THE GUAM ACTIVITIES 
    The Chairmanship will facilitate the enhancement of the Organization’s institutional development, completion of the process of ratification of the GUAM documents and highlight the implementation of the Chairmanship’s Programme through briefings of the Ministry of Foreign Affairs and European Integration, and the exchange of information between GUAM member-states.
