On October 1, 2018, in Chișinău, under the chairmanship of the Republic of Moldova, the 4th Meeting of the Heads of the consular services of the GUAM Member States was held in which participated the delegations of the consular departments of the Ministries of Foreign Affairs of the Republic of Azerbaijan, Georgia, the Republic of Moldova, Ukraine and T. Kiladze, GUAM Secretariat’s Program Coordinator.

During the meeting, the parties discussed the problems of migration threats management and the projects implemented within the circular migration. It was noted that the GUAM Member States directly interact in the provision of legal assistance that is an effective tool for solving migration issues.

At the initiative of the Georgian side, the participants agreed to consider the possibility of making additions to the Convention of the GUAM Member States on providing mutual assistance in consular matters from June 7, 2001, and also supported the initiative on the appointment of contact servants in the consular departments of the Ministries of Foreign Affairs of the GUAM Member States in order to improve consular assistance.

The parties reiterated the non-admission of documents issued by illegitimate institutions established in the occupied territories of the GUAM Member States in connection with which the participants informed about the measures being taken to prevent illegal activities in the occupied territories, regulating the rules of entry and exit, as well as organizing the issuance of civil status acts.

The participants supported the initiative of Georgia to develop a draft on the free movement of citizens of the GUAM Member States based on the national identity card (ID card).

The parties agreed to hold meetings at least once a year.
