GUAM Parliamentary Assembly and Baltic Assembly,

Following the Declaration on Cooperation between the Baltic Assembly and the GUAM Parliamentary Assembly, signed in Vilnius, the Republic of Lithuania on 19 June 2009;
Confirming that the foundation of such cooperation is serving for peace, security, and prosperity in the GUAM and Baltic region;

Acknowledging that such cooperation is a remarkable contribution to acceleration of democratic, socio-economic and cultural development of the GUAM and Baltic countries;

Willing to further develop cooperation between the GUAM and the Baltic countries in response to global risks and challenges, as well as in the spheres of mutual interest such as energy/energy security, transportation, social welfare, culture, science and education, trade and economy and conflict resolution in the GUAM area;

Stating that the protracted conflicts in GUAM area constitute the main threat to regional and international peace, security and stability, and a threat to economic development, including regional projects of vital importance for the European energy security;

Emphasizing the urgency of elimination of the consequences of the ongoing military occupation of the territories of states and resolution of conflicts based on the norms and principles of international law;

Call upon the international community to support the GUAM States in achieving a peaceful resolution of the conflicts in the Republic of Azerbaijan, Georgia and the Republic of Moldova based on territorial integrity and inviolability of internationally recognized borders;
Support the European integration of the interested GUAM Member States and agree to have a regular exchange of experience on these issues;

Consider the importance of joint activities in the spheres of mutual interest, such as energy security, transit and diversification of energy supplies, and development of alternative energy sources;

Intend to focus on research on the cooperation opportunities in the spheres of economy, science and education, including the realization of the mutually beneficial projects on utilization of nanotechnologies;

Recommend to respective state institutions of GUAM and Baltic countries to present draft proposals to be implemented in the spheres of mutual interest within the GUAM – Baltic cooperation framework;

Have agreed to continue an exchange of opinion and experience, to hold joint meetings and implement projects of mutual interest, and to coordinate the time and venue of the next round of consultations between the GUAM PA and the Baltic Assembly via diplomatic channels.
