On December 19-20, 2013 the GUAM Secretariat in Kyiv, Ukraine hosted the 16th meeting of the Working Group on Combating Terrorism, Organized Crime and Drug Trafficking (WGCTOC).
The Working Group approved the Report on its activities in 2013 and agreed the Plan of Organizational and Practical Measures for 2014.
The Working Group examined the course of implementing GUAM joint projects being supported by the USA, including those focused on anti-money laundering (with the UNODC), the Virtual Center’s infrastructure extension, and GUAM’s participation in the UNODC Afghan Opiate Trade Project (AOTP).
The Working Group welcomed the participation of GUAM member-states and the Organization in events taking place as part of the European Union “Heroin Route II – Information Networks” Project.
The Working Group supported agreements on the creation of a GUAM law enforcement data bank.
The delegations considered proposals regarding the development of an analytical component in cooperation, including the organisation of joint events on criminal analysis and risk analysis.
The Working Group discussed issues of the further optimisation of the structure of GUAM working bodies, taking into account specific directions of cooperation, in particular, combating organized crime, cyber-threats, and technogenic terrorism.
Participants also discussed issues related to developing cooperation with other states and regional organisations.
The outcomes of the meeting were reflected in the resultant Protocol. The next meeting of the Working Group is scheduled to take place in November 2014.
