On November 19-20, 2015, the GUAM Secretariat in Kyiv hosted the 36th Meeting of the GUAM’s Council of National Coordinators, which involved the following officials: Mr T. Musayev, Head of Department on Regional Security of the Ministry of Foreign Affairs of the Republic of Azerbaijan; Mr. D. Djalagania, Deputy Minister of Foreign Affairs and also GUAM National Coordinator from Georgia; Mr. A. Nistrean, Director of the Regional Cooperation Directorate of the Ministry of Foreign Affairs and European Integration of the Republic of Moldova; Mr. A. Kononenko, Ambassador at large of the Ministry of Foreign Affairs of Ukraine, who chaired the meeting; and the Secretary General of GUAM, Mr. V. Chechelashvili.

The CNC received information from the Ukrainian Presidency on the results of consultations made with GUAM partners for putting forth the Draft Resolution “Protracted conflicts in the GUAM area and their implications for international peace, security and development” during the current GA UN Assembly, and recommended that work continue in this regard.

The CNC welcomed the participation of the GUAM PA’s delegation in observing Parliamentary Elections in the Republic of Azerbaijan (held November 1, 2015). The CNC supported the intention to hold the regular plenary meeting of the GUAM PA on December 11-12, 2015, and also recommended holding meetings of the respective specialised committees in the lead-up to this event.

The CNC discussed a wide range of issues related to GUAM branch cooperation, in particular, in the field of economy and trade, transport, fighting with human trafficking.

The CNC welcomed the holding of the specialised conference “GUAM-Transit-2”, which involved representatives of the specific ministries responsible for the development of transport, railway and sea administrations, as well as representatives of dockyards and transport operators. This event took place on November 15, 2015 at the GUAM Secretariat in Kyiv. The CNC recommended commencing cooperation with the Trans-Caspian International Transport Route (TITR) with the purpose of improving the competitiveness of the GUAM transport corridor.

The CNC discussed issues of GUAM cooperation with other states and international organisations.

The CNC discussed cooperation of GUAM member states within the framework of international organisations and welcomed the joint statement of GUAM member states’ delegations regarding the Twelfth consolidated report of the Secretary General of the Council of Europe on conflict in Georgia. The CNC recommended that Permanent Missions actively practice the issuance of joint statements in their activities.

The place and venue of next CNC meeting shall be agreed upon through diplomatic channels.
