The Group of Observers of the Organization for Democracy and Economic Development – GUAM has been invited to observe the elections of the President of Georgia held on October 28, 2018.
The Group was comprised of the member of the Parliament of the Republic of Azerbaijan Mr Ali Masimli and the members for the Parliament of the Republic of Moldova Mr Vladimir Chernat (Head of the Delegation), Mr Yuri Kiorescu and Mr Angel Agake. GUAM Secretary General Mr Altai Efendiev accompanied the Group.
The group visited the following polling stations:
№ 41 and 43 of the electoral district of the Mtskheta district, Tserovani;
№ 3 of the electoral district of the city of Mtskheta;
№ 1, 2, 5, and 8 of the electoral district for the Vake district of the city of Tbilisi.
Based on the results of the observation, the Delegation decided to make the following Statement:
The Presidential elections in Georgia were organized and conducted in compliance with international obligations and standards of democratic elections, including the obligations and the standards of the OSCE and the Council of Europe, in accordance with the national legislation as well as the rules and procedures elaborated by the Central Election Commission of Georgia.
GUAM observers did not reveal any irregularities in the organization of the voting process and the activities of the commissions at polling stations. At the polling stations, there was ensured the conditions for the free vote and observed a moderate voter turnout. The elections of the President of Georgia were held in conditions of high competitiveness.
The elections can be assessed as free and fair.
