The Group of Observers of the Organization for Democracy and Economic Development – GUAM has been invited to the second round of the elections of the President of Ukraine, held on April 21, 2019. The group included the Deputies of the Parliament of Georgia G. Mosidze and G. Benashvili, the Deputy of the Seimas of the Republic of Lithuania V. Simulik and the GUAM Program Coordinator T. Kiladze.

Based on the results of observation at 11 (eleven) polling stations of the 800th and 801st constituency of Kyiv, the group of the GUAM Observers decided to make the following Statement:

The second round of the Presidential elections in Ukraine were organized and conducted in compliance with international obligations and standards of democratic elections, including the obligations and the standards of the OSCE and the Council of Europe, in accordance with the national legislation as well as the rules and procedures elaborated by the Central Election Commission of Ukraine.

As regards the general electoral process, the organization of elections and the activities of commissions at polling stations, the group of GUAM Observers is satisfied with the monitoring results. The group’s minor remarks could not affect the voting results.

The elections were held in the spirit of competition and, in general, can be evaluated positively – as free and fair.
