The Group of Observers of the Organization for Democracy and Economic Development – GUAM has been invited to the elections of the President of Ukraine, held on March 31, 2019. The group included the Deputy of the Milli Majlis of the Republic of Azerbaijan A. Kerimli, the Deputies of the Parliament of Georgia G. Mosidze and G. Benashvili, the Deputy of the Seimas of the Republic of Lithuania V. Simulik and the GUAM Program Coordinator T. Kiladze.
Based on the results of observation at 9 (nine) polling stations of the 211th constituency of Kyiv and 3 (three) polling stations of the 90th electoral district of Bila Tserkva, the group of the GUAM observers decided to make the following Statement:
The Presidential elections in Ukraine were organized and conducted in compliance with international obligations and standards of democratic elections, including the obligations and the standards of the OSCE and the Council of Europe, in accordance with the national legislation as well as the rules and procedures elaborated by the Central Election Commission of Ukraine.
As regards the general electoral process, the organization of elections and the activities of commissions at polling stations, the group of GUAM observers is satisfied with the monitoring results. The group’s minor remarks could not affect the voting results.
The elections were held in the spirit of competition and, in general, can be evaluated positively – as free and fair.
