The Group of Observers of the Organization for Democracy and Economic Development – GUAM has been invited to the extraordinary elections of people’s deputies of Ukraine, held on July 21, 2019. The group included the Deputies of the Parliament of Georgia G. Mosidze, G. Benashvili, E. Gotsiridze, N. Goguadze and I. Pruidze the Deputy of the Seimas of the Republic of Lithuania V. Simulik and G. Vaichekauskas, as well as the GUAM Program Coordinator T. Kiladze who coordinated the activity of the Observer Group.
Based on the results of observation at 18 polling stations in the Pechersk and Darnytskii districts of Kyiv, the group of the GUAM Observers decided to make the following Statement:
Elections of people’s deputies of Ukraine were organized and conducted in compliance with international obligations and standards of democratic elections, including the obligations and the standards of the OSCE and the Council of Europe, in accordance with the national legislation as well as the rules and procedures elaborated by the Central Election Commission of Ukraine.
Despite the high level of competition, the elections were calm and orderly.
As regards the general electoral process, the organization of elections and the activities of the commissions at the polling stations, the GUAM Observer Group’s minor remarks on separate polling stations do not have a fundamental character and could not significantly affect the voting results.
The GUAM Observer Group is satisfied with the monitoring results. Elections, in general, can be assessed positively – as free and fair.
