On 12-13 October 2009, the International Workshop of National Counter-Terrorism Focal Points “Better linking national and global counter-terrorism efforts” took place in the UN Headquarters Vienna.
It was the first such kind of event in the UN frames organized by co-sponsoring Governments of Austria, Turkey and Switzerland as well as Costa-Rica, Japan and Slovakia, in which 113 UN member states and 40 regional and sub-regional organizations, including GUAM, participated.
At the workshop, it was an informal exchange of views, experiences and suggestions on the implementation of the United Nations Global Counter-Terrorism Strategy, capacity building assistance and international legal cooperation, national and regional counter-terrorism efforts in the implementation of the United Nations Global Counter-Terrorism Strategy and obligations resulting from United Nations Security Council Resolutions 1267, 1373 and 1540 as well as usefulness of initiating a Global Network of National Counter-Terrorism Focal Points.
In three interventions of the GUAM Secretariat representative that found response among the participants of the workshop and its concluding document, it was marked the GUAM experience in organizing regional mechanisms of interaction among the member states of the Organization in sphere of combating terrorism, including that one within the GUAM VLEC/ISIMS, in developing appropriate international technical assistance projects within the Framework GUAM-USA Program. It was suggested also to prevail in case, if a global network of national counter-terrorism focal points will be established, and to enhance further their interaction at regional – sub-regional and national levels.
The representatives of the Republic of Azerbaijan and Ukraine made interventions at the workshop in their national capacities.
