The Heads of the GUAM Member States,

Reaffirming their firm determination to jointly contribute to strengthening international peace and security based on full compliance with the principles and norms of international law enshrined in the UN Charter, the founding documents of the OSCE, and GUAM,

Declaring their unwavering commitment to strengthening democratic stability and advancing toward European and Euro-Atlantic integration, guided by the values ​​of democracy, the rule of law, and respect for human rights,

Emphasizing their intention to deepen international cooperation to achieve mutual progress in the economic, social, humanitarian, scientific, and technological fields,

Noting the growing interdependence of states and regions in the context of globalization, particularly in the face of new challenges and threats,

Expressing their intention to develop partnerships and cooperation with other non-GUAM Member States and international organizations,

Have agreed as follows:

1. GUAM declares its readiness to establish partnerships with other states and international organizations that express a desire to developClose cooperation with GUAM by participating in the development and implementation of its programs and projects in any areas of interest that share the provisions enshrined in the Yalta Charter and the Chisinau Declaration of the GUAM Heads of State.

2. To establish partnerships based on the Model Partnership Agreement between GUAM and interested parties, signed by the GUAM Presiding State and the partner party.

3. To Approve the Model Partnership Agreement between GUAM and the partner party.
