The Organization for Democracy and Economic Development – GUAM was invited to observe the elections to the Verkhovna Rada of Ukraine, which took place on October 28, 2012. The Organization was represented by Deputy of the Parliament of the Republic of Azerbaijan, Mr. Elton Mammedov (the Chairman of the GUAM Parliamentary Assembly), and GUAM Secretary General Mr. Valeriy Chechelashvili.
Based on the results of observing 17 (seventeen) polling sites in the Shevchenkovskiy and Pecherskyi electoral precincts in the city of Kyiv (including the opening and closing of voting), the GUAM observers decided to issue the following Statement:
The Elections to the Verkhovna Rada of Ukraine were organised and held in accordance with international commitments and the standards for democratic elections, including commitments and standards in relation to the OSCE and the Council of Europe, as well as national legislation and the rules and procedures elaborated by the Ukrainian Central Election Commission.
The elections at the observed polling sites were organised and held in accordance with the international standards of democratic elections and national legislation, as well as the rules and procedures elaborated by the Ukrainian Central Election Commission. With respect to the activities of commissions at polling sites, the group of GUAM observers does not have any essential remarks that could fundamentally impact on the voting results.
