PROGRAM OF THE CHAIRMANSHIP OF UKRAINE

During 2014, events took place in the GUAM region, which will have long-term consequences for the whole system of international relations.

The Ukrainian Chairmanship believes that the potential of interaction accumulated in the Organization today is in demand more than ever and has every chance to be materialized.

Promoting GUAM’s consolidated agenda on the international arena assumes a convergence of the positions of the Member States in confronting new challenges, among which it should be noted:

The need to substantially strengthen political cooperation, aimed primarily at ensuring the territorial integrity and sovereignty of the Organization’s Member States, and in this regard – widening the circle of GUAM’s international partners.

The return of the dynamics of the economic development primarily related to the solution of the tasks to create the FTA operation tools and practical actions for the implementation of the GUAM Transport Corridor concept, as well as the use of the potential of cooperation with the EU, including taking into account the signing of the Association Agreements.

Completion of the work on the implementation of joint GUAM and US projects in the field of law enforcement cooperation and the formation of proposals for continuing cooperation, primarily in the field of ‘soft security’.

Implementation of a framework program for cooperation with Japan ready to be adopted.

The widening of the GUAM tasks implies the improvement of coordination mechanisms, the development of the legal and regulatory framework and the enhancement of the Secretariat’s capacity.

The Chairmanship intends to invite Member States using all opportunities (legal, institutional and organizational) to significantly enhance cooperation in the GUAM format.

  1. POLITICAL INTERACTION
    The chairmanship believes that given the new circumstances radically changed the system of international relations it is necessary to give a new quality to the political interaction of the GUAM Member States. A more coordinated joint policy and mutual support for the protection of the territorial integrity and sovereignty of states in internationally recognized borders are required.
  2. SECTORAL COOPERATION
    Priority will be given to developing sectoral cooperation in such fields as economy and trade, transport, tourism, combating crime, revitalising the activities of the working groups in order to develop cooperation projects and programmes within the GUAM and GUAM+, and improving the coordination of GUAM sectoral cooperation at the national level.
  3. FURTHERING INTER-PARLIAMENTARY COOPERATION, COOPERATION BETWEEN BUSINESS COMMUNITIES AND NGO
    The Chairmanship, with the organisational and technical support to be provided by the Secretariat, intends to pursue the following: promote further the cooperation in the parliamentary dimension and provide assistance in holding an investment forum and meeting of the GUAM Business Council.
  4. COOPERATION WITH OTHER STATES AND INTERNATIONAL ORGANISATIONS
    The development of GUAM cooperation with other states and international organizations is important for strengthening the importance and authority of GUAM, provides an opportunity to mobilize additional organizational and financial resources for the implementation of projects and programs for the quadrilateral cooperation.
  5. IMPROVEMENT OF THE LEGAL FRAMEWORK, INFORMATIONAL SUPPORT FOR THE GUAM ACTIVITIES 
    The Chairmanship will facilitate the enhancement of the Organization’s institutional development, completion of the process of ratification of the GUAM documents and highlight the implementation of the Chairmanship’s Programme through briefings of the Ministry of Foreign Affairs and the exchange of information between GUAM Member States.
