On December 3, 2015, within the framework of the 22nd Meeting of the Council of Ministers of the OSCE in Belgrade, the 26th meeting of the GUAM Council of Ministers of Foreign Affairs (CMFA) took place. This event involved Minister of Foreign Affairs of the Republic of Azerbaijan Mr. E. Mammadyarov, Minister of Foreign Affairs of Georgia Mr. Beruchashvili, Deputy Prime Minister and Minister of Foreign Affairs and European Integration of the Republic of Moldova Mrs. N. Gherman, Minister of Foreign Affairs of Ukraine Mr. P. Klimkin (who chaired the meeting), Secretary General of GUAM Mr. V. Chechelashvili, and the successive Secretary General of GUAM, Mr. A. Efendiev.
The CMFA took into account the text of draft Resolution “Protracted conflicts in the GUAM area and their implications for international peace, security and development”, which was submitted by the Permanent Representatives of GUAM member states at the UN and modified by the CNC. The CMFA tasked the CNC with finalising the document for the purpose of putting forth the draft resolution to the UN General Assembly.
The CMFA supported the intention of holding the regular plenary Meeting of the GUAM PA (December 11-12, 2015).
The CMFA discussed a range of issues regarding GUAM sectoral cooperation, in particular, in the field of economy and trade, transport, and also in the field of law-enforcement and action to combat illegal migration and human trafficking.
The CMFA welcomed the holding of specialised Conference “GUAM-Transit-2”, which involved representatives of the designated ministries responsible for the development of transport, railway and sea administrations, and also representatives of dockyards and transport operators. This event took place on November 15, 2015 at the GUAM Secretariat in Kyiv. The CMFA recommended that work commence for the Trans-Caspian international transport route (TITR) with the purpose of improving the competitiveness of GUAM transport corridor.
The CMFA also discussed issues regarding GUAM cooperation with other states and international organisations.
The CMFA welcomed the joint statement of the delegations from GUAM member states, made at the Council of Europe Meeting regarding the 12th consolidated report of the Secretary General of the Council of Europe on the conflict in Georgia. The CMFA recommended that the Permanent Mission actively practice the issuance of joint statements in its activities.
The CMFA approved the 2016 Budget for GUAM.
The place and venue for the regular meeting of the CMFA shall be approved through diplomatic channels.
