1. The country-coordinator of the working group is appointed by the CMFA Decision, as a rule, for a two-year period.
  2. The appointment of the country-coordinator shall be based on the principles of rotation and equal distribution of sectoral working groups between the Member States.
  3. The country-coordinator of the working subgroup shall be appointed by the CNC, taking into account the proposals of Member States, as a rule, for a two-year period.
  4. When appointing the country-coordinator, the recommendations of the relevant sectoral group (subgroup) shall be taken into account.
  5. Country-coordinator of the sectoral working group:

  • develops a plan of actions in a particular area of cooperation and presents it at the first meeting of the working group for the period of coordination;
  • ensures the implementation of Council decisions on the development of cooperation in the relevant field;
  • in collaboration with the Secretariat ensures the holding of, as a rule, two meetings of the working group per year;
  • prepares a final report on the work and presents it at the last meeting of the working group for the period of coordination;
  • submits to the CNC proposals for the development of cooperation in the relevant field.
  1. Country coordinator of the working subgroup:
  • develops priorities of activities taking into account the tasks identified in the relevant area of cooperation;
  • ensures the implementation of the Council’s decisions on the development of cooperation in the relevant field;
  • in collaboration with the Secretariat ensures the holding of meetings of the working subgroup when need require;
  • submits proposals for the development of cooperation in the relevant field for consideration by the superior sectoral working group.
  1. The country-coordinator shall designate an official of the competent line institution who:
  • presides/co-chairs the meeting of the working group/subgroup;
  • maintains working contacts with the GUAM Secretariat and relevant line institutions of Member States;
  • approves the dates and the draft Agenda for the meeting proposed by the GUAM Secretariat;
  • agrees in accordance with the established order participation of the third parties at a meeting;
  • interacts with the coordinators of the working subgroups of the corresponding direction.
  1. This Provision is subject to approval by the CMFA.
  2. This Provision may be supplemented and amended by the Council of Ministers of Foreign Affairs.
