On September 24, 2010, in New York, the 17th meeting of the GUAM Council of Ministers for Foreign Affairs with the United States of America took place within the framework of the 65th Session of the General Assembly of the United Nations.
The sides assessed their cooperation following the last GUAM – USA Ministerial meeting in New York on September 25, 2009, and exchanged views on the situation in the GUAM region within the agenda item of the Session of the United Nations General Assembly entitled “Protracted conflicts in the GUAM area and their implications for international peace, security and development,” reiterating that the international community should intensify efforts on the settlement of these conflicts on the basis of sovereignty, territorial integrity, inviolability of internationally recognized borders of the GUAM member states as well as other basic principles of international law. They agreed to continue their relevant dialogue on the issue.
The sides discussed the implementation of the GUAM-USA Program. They commended, in particular, the completion of the second phase of the U.S. Department of Justice project on modernization of GUAM Virtual Law Enforcement Center (VLEC) National Information Analytical Centers, which constitute the GUAM Interstate Information Management System (IIMS).
They also noted GUAM’s on the implementation of a project on IIMS encryption equipment that would increase GUAM VLEC institutional capabilities, fostering cooperation among GUAM members’ law enforcement agencies, and harmonizing GUAM VLEC standards with Euro-Atlantic standards. The parties discussed upcoming technical assistance cooperation aimed at strengthening the capacity for detection and prosecution of corruption crimes in the GUAM countries. They also exchange views also on the implementation of the GUAM-USA Program in areas of combating trafficking-in-person and illegal migration, drug trafficking, terrorism, and border control at the GUAM Transport Corridor, as well as on U.S. Government technical assistance to the GUAM Secretariat in Kyiv.
The sides agreed to hold the next GUAM – USA meeting at the level of the GUAM National Coordinators in Washington, D.C. later this year, during which they will discuss cooperation in 2011-2012.
