- On 4-5 December 2007 in Tokyo, Japan, the second meeting between Japan and the Organization for Democracy and Economic Development – GUAM took place. In the framework of the 2nd “Japan-GUAM” meeting, the representatives of GUAM paid a courtesy call on Mr. Masahiko Koumura, Minister for Foreign Affairs of Japan, and a policy consultation was conducted with Mr. Keiichi Katakami, Special Representative in charge of GUAM, Ministry of Foreign Affairs of Japan. The GUAM was represented by Mr. Tofiq Musayev, Director General of the Department of Foreign Policy Planning and Strategic Research of the Ministry of Foreign Affairs of Azerbaijan, Mr. Nikoloz Vashakidze, First deputy Foreign Minister of Georgia, Mr. Andriy Veselovskiy, Deputy Minister for Foreign Affairs of Ukraine, and Mr. Valeri Chechelashivili, Secretary General of GUAM.
- Both sides welcomed steady and tangible progress which has been made since the 1st GUAM-Japan Meeting at Baku in June 2007, and discussed the possibility of cooperation in such areas as trade and investment promotion, tourism promotion, energy, and transportation, as well as the peaceful solution of conflicts on the basis of the United Nations Security Council resolutions.
The Japanese side congratulated the 10th anniversary of the establishment of GUAM and expressed its intention to continue to support GUAM and its member states in their efforts to move towards democracy and market economy. The GUAM side highly valued the appointment of the Special Representative in charge of GUAM by the Ministry of Foreign Affairs of Japan. GUAM also appreciated Japan’s initiative in organizing the workshop on energy saving technology in Tokyo in September 2007.
