On June 27-28, 2017, at the invitation of the Directorate General Human Rights and Rule of Law of the Council of Europe, Program Coordinator of the GUAM Secretariat M. Melenevsky, as an observer, took part in Rome in the 3rd meeting of the Committee of Experts on the preparation of draft Committee of Ministers recommendations on lone actor terrorism.
Delegations from Belgium, Bosnia and Herzegovina, Hungary, Greece, Spain, the Russian Federation, Romania, Slovenia, the Republic of Turkey, the Swiss Confederation, representatives of international organizations and institutions of the Council of Europe were also represented at the meeting which was chaired by the representative of Italy.
Committee members and other participants discussed the third reading of the draft text which focused on the identification, detection and suppression of terrorism acts prepared and committed by individual terrorists. Participants considered the interaction with the civic sector, as well as other topical issues of interstate cooperation in this field.
This activity was carried out in accordance with the approved GUAM Action Plan for the Development of International Cooperation and with the framework of the GUAM Working Sub-Group on Combating Terrorism where Azerbaijan currently chairs the session.
After the approval of the draft developed by the experts on the Council of Europe Steering Committee on Counter-Terrorism, the document will be forwarded to the Committee of Ministers for consideration.
The next meeting of the Committee will be held on 17 – 18 October 2017 in Strasbourg.
